The Vernon, Greensburgh & Rushville Railroad was incorporated in 1879 to construct and operate a road from Vernon, Indiana in Jennings County, through Greensburg in Decatur County, to Rushville in Rush County (southeastern Indiana). Shortly after organization of the company, the line was leased and controlled by the Cincinnati, Indianapolis, St. Louis & Chicago Railway Company (one of the founding companies of the “Big Four,” the Cleveland, Cincinnati, Chicago & St. Louis Railway), and in 1881 the CIStL&C began the sole operation of the company.
The purpose of the Vernon, Greensburgh & Rushville Railroad was to build rail connections to the north, and the Baltimore & Ohio and Pennsylvania railroads (through the Cincinnati, Indianapolis & Western Railroad) connecting Shelbyville and Cambridge City (later Dublin), and to the south, and the Madison & Indianapolis and the Baltimore & Ohio Southwestern railroads connecting Vincennes and Cincinnati.
